Problem

The investment by UN system Organizations in Management Information Systems over the last 10 years is estimated to be in excess of one billion US dollars.

Many of the projects to introduce Management Information Systems have been based on the introduction of Enterprise Resource Planning systems (ERPs), principally Oracle, SAP and Peoplesoft. Extensive use is also made of a custom solution, IMIS, developed by the UN Secretariat.

Many projects to introduce ERPs have proved costly and disruptive, and have been subject to delays and cost overruns. Long-term spending, including IMIS replacement, and the substantial costs associated with every upgrade of present systems, including ERP systems, will require investments of many hundreds of millions of dollars over the next 10 years, and will continue to present disparate solutions to problems based largely on the Common System.
