The UN system does not operate as a unified entity in determining strategies for sourcing ICT services. Instead each UN system organization determines its individual sourcing approach, with a common result of in-house operations.
Many of the Agencies are based in the major cities of Western Europe and North America where demand for skilled ICT resources is high, competition is fierce, and labour rates are high. The UN struggles to offer attractive remuneration packages to attract and retain skilled ICT resources.
Limited use has been made of the central UN organization established for the purpose of sharing ICT resources - the International Computer Centre (ICC). This organization mirrors the UN Organization distribution across Western Europe and North America and faces similar problems to UN Agencies in attracting and retaining staff. A small number of UN agencies have outsourced systems support to private sector organizations.
