As with many initiatives that seek to achieve major cost savings and transform a service delivery model, this will not be a short timeframe activity, especially considering the UN commitment to existing IS and ICT staff.

This represents a major review, a significant challenge to many agencies and a major exercise to establish alternative sources for ICT service provision. It cannot succeed if run as a voluntary UN initiative, and will need to be fully endorsed by the General Assembly, and a specific remit given to a central UN IS and ICT coordinating body to take forward.
